FY 2010 Comprehensive Oversight Plan for Guam Realignment

On behalf of the participating members, the Department of Defense Inspector General released the “FY 2010 Comprehensive Oversight Plan for Guam Realignment” in response to the FY 2010 National Defense Authorization Act which requires the Inspector General of the Department of Defense, as the Chair of the Interagency Coordination Group, to prepare an annual oversight plan detailing planned audits and reviews relating to the Guam realignment (Public Law 111-84, Section 2835, “Interagency Coordination Group of Inspectors General for Guam realignment”).

The plan incorporates the planned and ongoing oversight of the Inspectors General of the Department of Defense, Department of Interior, and Homeland Security and the Naval Audit Service. 

The FY 2010 edition is organized by six functional areas: 1) Oversight and Accounting of Obligations and Expenditures; 2) Monitoring and Review of Construction Activities; 3) Monitoring and Review of Contracts; 4) Monitoring and Review of Japan Funds; 5) Maintenance of Records on Use of Funds; 6) Monitoring and Review of the Implementation of the Defense Posture Review Initiative.

It includes oversight projects that directly impact realignment efforts in Guam, as well as in Okinawa, Japan.  The projects may be conducted exclusively in the Pacific theater, require travel to theater, or be conducted outside the theater such as solely in the Continental United States (CONUS).
