We are providing this report for information and use. This special report compiles weaknesses identified in five DoD Office of Inspector General reports related to the retrograde of equipment from Afghanistan that were issued between 2013 and 2015. The Under Secretary of Defense for Acquisition and Sustainment; Under Secretary of Defense for Policy; Commander, U.S. Central Command; Commander, U.S. Forces–Afghanistan; Commanding General, U.S. Army Central; Commander, U.S. Transportation Command; Commanding General, U.S. Army Materiel Command; Commanding General, U.S. Army Sustainment Command; Director, Joint Staff; Army Deputy Chief of Staff for Logistics, G-4; and the Director, Defense Contract Management Agency, should read this report to be aware of challenges and opportunities for improvement.  This report contains no recommendations for action.
