The purpose of this memorandum is to notify you that we are initiating the subject evaluation. The objective of this evaluation is to determine how effectively the DoD increased the capability and capacity of production programs for 155-millimeter artillery and 120-millimeter tank ammunition to maintain U.S. military readiness and meet future requirements. We may revise the objective as the evaluation proceeds, and we will also consider suggestions from management for additional or revised objectives. We plan to perform this evaluation in accordance with the Council of the Inspectors General on Integrity and Efficiency’s “Quality Standards for Inspection and Evaluation.”

We will perform the evaluation at Picatinny Arsenal, New Jersey; Scranton, Pennsylvania; Middletown, Iowa; and Mesquite, Texas. We may identify additional locations during the evaluation.
