The purpose of this memorandum is to notify you that we are initiating the subject evaluation. We are conducting this evaluation in response to a Congressional request in the House Committee on Armed Services committee language to accompany H.R. 3838, the Fiscal Year 2026 National Defense Authorization Act. 

The objective of this evaluation is to determine whether the U.S. Transportation Command and the Army Transportation Command: (1) awarded freight contracts under the Global Freight Management System transparently and in accordance with DoD policy; (2) verified that transportation service providers possess the proper authority and ability to meet service requirements for the cargo they transport; and (3) possessed the necessary authorities to hold military installations and transportation officers accountable for compliance with DoD policy. We may revise the objective as the evaluation proceeds, and we will also consider suggestions from management for additional or revised objectives. We plan to perform this evaluation in accordance with the Council of the Inspectors General on Integrity and Efficiency “Quality Standards for Inspection and Evaluation.”
