Project Announcement: Audit of the DoD’s Processes for Developing Contract Requirements Packages to Achieve Cost Efficiencies (Project No. D2026-D000AX-0064.000)

The purpose of this memorandum is to notify you that we are initiating the subject audit. This audit will support a request from the Department for assistance with efforts related to Executive Order 14222, “Implementing the President’s Department of Government Efficiency’ Cost Efficiency Initiative.” The objective of this audit is to assess the effectiveness of the DoD’s processes for developing contract requirements packages for information technology, management, and advisory services contracts to achieve cost efficiencies. We may revise the objective as the audit proceeds, and we will also consider suggestions from management for additional or revised objectives.

We request that you designate two points of contact for this audit within 5 days of this memorandum. One point of contract should be a Government employee—a GS-15, pay band equivalent, or military equivalent—who is knowledgeable of the requirements established under the Under Secretary of Defense for Acquisition and Sustainment memorandum, “Implementation of Department of Government Efficiency Cost Efficiency Initiative,” June 23, 2025. The second point of contact should be a member of the Senior Executive Service or a General/Flag Officer who is familiar with the subject area and could serve as a point of engagement with DoD Office of Inspector General senior leaders, if necessary.
