Report of Investigation: Ms. Donjette L. Gilmore Senior Executive Service Auditor General of The Navy Naval Audit Service (DOWIG-2026-104)

What We Did:

The Department of War Office of Inspector General (DoW OIG) initiated this administrative investigation into multiple allegations against Ms. Gilmore involving behavior toward her subordinates. The DoW OIG interviewed Ms. Gilmore and 31 witnesses, including current and former Naval Audit Service employees. We also reviewed applicable standards and almost four million pages of official emails, personal emails, Microsoft Teams logs, and other electronic data.
