Evaluation of Military Services’ Law Enforcement Responses to Domestic Violence Incidents DODIG-2019-075

We determined whether Military Service law enforcement policies related to responding to domestic violence incidents were consistent with DoD Instruction (DoDI) 6400.06,“Domestic Abuse Involving DoD Military and Certain Affiliated Personnel,” August 31, 2007, (Incorporating Change 2, July 9, 2015); and Military Service law enforcement organizations complied with DoD policy when responding to nonsexual domestic violence incidents with adult victims.

Evaluation of DoD Voting Assistance Programs for 2018 DODIG-2019-065

In accordance with the requirements of U.S.C. § 1566, our objective was to determine: the effectiveness during the preceding calendar year of each of the Services’ voting assistance programs; and the level of compliance during the preceding year by the Army, Navy, Air Force, and Marine Corps with U.S.C. § 1566 and their respective voting assistance programs. Our additional self-initiated objective was to determine whether the headquarters of the combatant commands complied with the requirements of DoD Instruction 1000.04 “Federal Voting Assistance Program (FVAP).”

Project Announcement: Reannouncement of the Evaluation of Lead Paint in Military Family Housing (Congressional Request) as the Evaluation of Health and Safety Hazards in Government-Owned and Government-Controlled Military Family Housing (Project No. D2019-D000PT-0052.000)

We are reannouncing the subject evaluation, announced November 16, 2018, to inform you of a change to our objective. The original objective was to determine whether the Military Services effectively managed lead-based paint hazards in Government-owned and Government-controlled military family housing. The reannounced evaluation objective is to determine whether the Military Services effectively managed health and safety hazards in Government-owned and Government-controlled military family housing. Although our evaluation objective has changed, our scope continues to be Government-owned and Government-controlled military family housing.

Project Announcement: Evaluation of Niger Air Base 201 Military Construction (Project No. D2019-D000PT-0112.000)

We plan to begin the subject evaluation immediately. Our objective is to determine whether U.S. Air Force effectively planned, designed, and implemented Air Base 201 requirements to provide airfield and base support infrastructure. We will fully consider suggestions from management on additional or revised evaluation objectives.

DoD Efforts to Train, Advise, Assist, and Equip the Armed Forces of the Republic of the Philippines DODIG-2019-048

We determined whether DoD efforts to train, advise, assist, and equip the Armed Forces of the Philippines (AFP), as articulated by DoD and USPACOM Operation Pacific Eagle–Philippines execute orders, increased the AFP’s capability to counter existing violent extremist organization (VEO) threats and built sustainable AFP capabilities to disrupt, defeat, and deny safe haven to current and future VEOs in the Philippines.

Report of Investigation into the United States Air Force’s Failure to Submit Devin Kelley’s Criminal History Information to the Federal Bureau of Investigation DODIG-2019-030

On November 5, 2017, a former Air Force member, Devin Kelley, shot and killed 26 people and wounded 22 others at the First Baptist Church of Sutherland Springs, Texas. Kelley was able to purchase a firearm from a federal firearms licensed dealer, even though he had a disqualifying conviction while in the Air Force.

Evaluation of Combatant Command Intelligence Directorate Internal Communications Processes DODIG-2019-032

We determined whether the internal communication processes of the geographic combatant command joint intelligence operations centers (JIOCs) had weaknesses similar to the flaws in management processes at U.S. Central Command (USCENTCOM) as identified in Report No. DODIG-2017-049, “Unclassified Report of Investigation on Allegations Relating to USCENTCOM Intelligence Products,” January 31, 2017 (hereafter, the USCENTCOM Investigation).

DoD’s Organizational Changes to the Past Conflict Personnel Accounting Community DODIG-2018-138

Our objective was to evaluate the Department’s implementation of prior DoD OIG recommendations and Secretary of Defense-directed organizational changes to the past conflict personnel accounting community, which resulted in the formation of the Defense POW/MIA Accounting Agency (DPAA).

Project Announcement: Evaluation of the DoD's Management of Opioid Use Disorder within the DoD (Project No. D2018-D00SPO-0156.000)

The DoD OIG plans to begin the subject evaluation immediately. We will determine whether the DoD's management of opioid use disorder treatment aligns with DoD policies and national guidance. We will determine whether the DoD: (1) has policies and programs in place to manage the treatment of opioid use disorder for Military Health System beneficiaries; (2) identified and resolved programmatic barriers to treatment for individuals diagnosed with an opioid use disorder; and (3) established and implemented opioid use disorder treatment outcome and process measures to inform quality improvements, in accordance with DoD policies and national guidance.
