During our review of EMS programs and protocols, we performed site visits at four of the nine USAGs—Bavaria, Rheinland-Pfalz, Stuttgart, and Wiesbaden.
Homepage Banner Carousel Description: This final management advisory provides the results of the DoD OIG’s review of concerns identified during the DoD OIG’s work on Report No. DODIG 2025-041, “Audit of the DoD’s Management of Air Quality Issues at Camp Lemonnier, Djibouti,” and the same concerns observed during our recently issued Report No. DODIG-2026-058, “Audit of Air Quality Concerns at Chabelley Airfield, Djibouti.”
On March 28, 2025, the DoD designated Operation Southern Guard (OSG) as an overseas contingency operation, triggering Lead IG reporting responsibilities under 5 U.S.C. 419.
This report also discusses the planned, ongoing, and completed oversight work conducted by the Lead IG agencies—the DoD, State, and USAID OIGs—and our partner oversight agencies.
The objective of this audit was to assess whether the U.S. Africa Command (USAFRICOM) and U.S. Air Forces Europe–Air Forces Africa (USAFE AFAFRICA) managed the impacts of poor air quality at Chabelley Airfield, Djibouti (CADJ), in accordance with DoD policy. See Appendix A for the scope and methodology related to the audit.
Executive Agent for the DoD Military Working Dog (DoD MWD) Program, and other oversight agencies are providing DoD MWDs with a high standard of canine welfare.
