The overall audit objective was to determine whether use of Intergovernmental Personnel Act employees by the Assistant to the Secretary of Defense (Nuclear and Chemical and Biological Defense Programs) complies with applicable statutes and regulations. The specific audit objectives were to determine the merits of the allegation made to the Defense Hotline and to evaluate the management control program as it applied to the overall audit objective.
