Press Release: Management Advisory: Audit of Remote Maintenance and Distribution Cell-Ukraine Restructuring Contract Award (DODIG-2024-041)

Inspector General Robert P. Storch announced today that the Department of Defense Office of Inspector General released the “Management Advisory: Audit of Remote Maintenance and Distribution Cell–Ukraine Restructuring Contract Award.” This management advisory provides interim results of the DoD OIG’s broader review of the extent to which Army contracting personnel followed federal and DoD policies to:

  1. properly award a contract for maintenance of equipment at the Remote Maintenance and Distribution Cell – Ukraine,
  2. appropriately plan for and establish controls for conducting surveillance of contractor performance, and
  3. effectively monitor contractor performance.

So far, the DoD OIG’s on-going audit has found that Army contracting personnel adequately planned the task order and properly supported the award decision. Overall, the Army contracting personnel complied with the procedures designed to ensure the selection of the most qualified contractor to repair and return critical equipment to the Ukrainian Armed Forces as they defend against the Russian full-scale invasion.

“As reported in the Advisory issued today, we found that the Army properly awarded this important task order to help provide critical support for security assistance to Ukraine,” said IG Storch.  “We continue to examine the execution of the contract and payments made under it, and will provide interim results on our findings to the Army as warranted.”

While this management advisory did not contain recommendations, our forthcoming reporting may include additional findings and recommendations.
