Summary of Oversight Reports on Security Assistance to Ukraine Issued From January 2020 Through February 2024, to Inform DoD Efforts to Support Israel and Other Future Security Assistance Efforts (Report No. DODIG-2024-131)
Our review of 31 DoD OIG oversight reports issued between January 2020 and February 2024, found that the DoD has continued to face systemic challenges across a variety of areas related to security cooperation for Ukraine. We identified and summarized these challenges and respective recommendations that, if implemented, may improve the efficiency and effectiveness of DoD efforts to support Israel and other future security assistance efforts.

Evaluation of the DoD’s Tracking and Accountability of Presidential Drawdown Equipment Provided to Taiwan (DODIG-2024-130)
The objective of this evaluation was to determine whether the DoD effectively and efficiently implemented accountability and quality controls for items provided to Taiwan using the Presidential Drawdown Authority. We also assessed the DoD’s tracking and inventorying of the presidential drawdown items and the sufficiency of the DoD’s processes to ensure that the PD items met applicable standards.

We may revise the objective as the evaluation proceeds, and we will also consider suggestions from management for additional or revised objectives.

Project Announcement: Termination of the Follow-Up Audit of Screening and Access Controls for General Public Tenants Leasing Housing on Military Installations (Project No. D2021-D000RL-0149.000)
We announced the subject audit on September 20, 2021 (attached). The objective was to determine whether actions that the Military Departments implemented in response to Report No. DODIG-2019-061, “Audit of the DoD’s Implementation of Recommendations on Screening and Access Controls for General Public Tenants Leasing Housing on Military Installations,” March 7, 2019, improved controls over the Military Housing Privatization Initiative program’s screening and access-related procedures for general public tenants.

The purpose of this memorandum is to notify you that we plan to begin the subject evaluation in July 2024. The objective of this evaluation is to determine the effectiveness of the Military Departments' efforts to develop and implement prohibited activity training to prevent, identify, and counter extremist activities.

Audit of Climate Change Adaptation and Facility Resilience at Military Installations in California (Report No. DODIG‑2024‑100)
The objective of this audit was to determine whether the Military Services assessed facility resilience and planned for adaptation needed to address climate change and extreme weather events at installations in California. Specifically, we determined whether four installations in California assessed facility resilience and planned for adaptation needed to address the effects of wildfires, drought, and recurrent flooding.

Audit of the DoD’s Revaluation of the Support Provided to Ukraine Through Presidential Drawdown Authority (Report No. DODIG‑2024‑095)
The objective of this audit was to determine the extent and impact of the March 2023 estimation change for valuing assets provided under Presidential Drawdown Authority (PDA ), determine whether DoD Components followed the current policy when updating the value of items provided to the Government of Ukraine through PDA, and assess whether the current PDA valuation policy complies with Federal laws and regulations.

Project Announcement: Evaluation of the DoD’s Validation of Repair Parts Requested by the Ukrainian Armed Forces (Project No. D2024-DEV0PD-0133.000)
The purpose of this memorandum is to notify you that we plan to begin the subject evaluation in June 2024. The objective of this evaluation is to determine the effectiveness of DoD Components’ processes for verifying the need for, and the accountability of, repair parts requested by the Ukrainian Armed Forces to maintain military equipment provided by the DoD.
Evaluation of the Accountability of Ukraine-Bound Equipment to Sea Ports of Embarkation in the Continental United States (Report No. DODIG‑2024‑093)
The objective of this evaluation is to determine whether DoD Components are effectively accounting for defense materials being provided to Ukraine from their points of origin to seaports of embarkation within the continental United States.
