Fiscal Year 2025 Joint Strategic Oversight Plan For Operation Atlantic Resolve

We are pleased to submit our annual joint strategic oversight plan describing oversight activities for the U.S. Government’s response to Russia’s full-scale invasion of Ukraine and Operation Atlantic Resolve (OAR). This plan fulfills our individual and collective agency responsibilities pursuant to the Inspector General Act of 1978, as amended, and the National Defense Authorization Act of 2024. The United States initially launched OAR in response to Russia’s 2014 invasion of Ukraine’s Crimean peninsula.

Since Russia’s full-scale invasion of Ukraine in February 2022, the United States has provided significant support to Ukraine, as have other nations. Through five supplemental appropriations from 2022 through 2024, the U.S. Congress has appropriated more than $174 billion for the U.S. Government’s activities in support of OAR and Ukraine. Since the full-scale invasion, our offices have worked closely together and with more than 20 oversight partners from across the U.S. Government through the Ukraine Oversight Interagency Working Group. This collaborative and comprehensive oversight of the U.S. Government’s activities related to OAR and Ukraine continued when, effective October 18, 2023, the DoD IG was designated as the Lead IG for OAR, and, later in the year, re-designated by Congress as the Special IG for OAR pursuant to the National Defense Authorization Act of 2024.

This plan represents our steadfast commitment to work together to provide Congress and the American public with transparent, timely and comprehensive oversight. Our efforts help combat fraud, waste, abuse, and corruption, and aim to ensure that U.S. assistance is reaching intended beneficiaries. While we intend to conduct all of the oversight described in this joint strategic oversight plan, oversight agencies regularly reassess their plans and adjust projects and priorities throughout the fiscal year as events and other factors dictate. This enables us to ensure that our oversight addresses the highest priorities and risks to OAR and the U.S. Government support to Ukraine.
