This Oversight Plan is the outcome of our annual planning process during which the DoD OIG selects oversight projects on both a deliberate and dynamic basis. It presents the audits and evaluations we intend to conduct in FY 2025 and considers prior oversight work, statutory requirements, DoD strategy and priorities, resource availability, and the OIG’s assessment of the DoD’s top management and performance challenges (TMPC). Our plan promotes transparency by informing the DoD, Congress, and the public about our planned and ongoing work, and helps to identify opportunities for collaboration and de‑confliction with our oversight community partners within the DoD and beyond.
As a complement to our annual oversight planning activities, the DoD OIG has an agile process that enables us to respond to emerging requirements and feedback, including new statutory requirements, DoD Hotline complaints, and stakeholder requests. Combined, our annual oversight plan and dynamic project development process ensure that our oversight work covers the most critical programs and operations in the DoD. In the overview of the plan, we discuss the overall content and distribution of the oversight activities planned for FY 2025. Next, we present focus areas that call for a more comprehensive oversight approach, due to their immediate and continuing significance to DoD operations. Lastly, we list all of the DoD OIG’s planned and ongoing projects, organized by the FY 2025 TMPC. In addition to this plan and in coordination with our OIG partners at the Department of State and the U.S. Agency for International Development, we prepare oversight plans specific to our overseas contingency operations—the Combined Oversight Plan for Overseas Contingency Operations for Operation Inherent Resolve and Operation Enduring Sentinel, and the Joint Strategic Oversight Plan for Operation Atlantic Resolve, including U.S. security assistance to Ukraine.
