The purpose of this memorandum is to notify you that we are initiating the subject audit. The objective of this audit is to assess the effectiveness of the DoD’s management of the Logistics Civil Augmentation Program V (LOGCAP V) contract for the Multinational Security Support (MSS) Mission in Haiti. We may revise the objective as the audit proceeds, and we will also consider suggestions from management for additional or revised objectives. We plan to perform this audit in accordance with the Government Accountability Office’s generally accepted government auditing standards.
We will perform the audit at the U.S. Southern Command headquarters, U.S. Army South headquarters, and the Army Contracting Command–Rock Island. If the security level of the country permits, we may conduct a site visit to the Naval Station Guantanamo Bay, Cuba, and the primary location designated as the temporary MSS camp in Haiti. We may identify additional locations during the audit.
