Evaluation of National Guard Bureau Office of Complex Investigations (Report No. DOWIG-2026-114)

Evaluations

What We Did:

The objective of this evaluation was to assess how effectively the National Guard Bureau Office of Complex Investigations developed and executed processes and procedures to administratively investigate reports of sexual assault.

We identified findings and recommendations related to National Guard personnel conduct while under Title 32 authority. National Guard personnel under Title 32 authority remain under state command, and criminal jurisdiction resides with state or local law enforcement.
