Defense Criminal Investigative Service Investigative Priorities
DCIS investigates criminal and civil matters to advance and support Department of War (DoW) and DoD Office of Inspector general (OIG) strategic goals. DCIS prioritizes investigations within our core case categories that positively impact the health, life, safety, and mission-readiness of U.S. warfighters.
Core Case Categories:
Procurement and acquisition fraud.
Includes: defective, substituted, counterfeit, or substandard products, which degrade DoW programs, supply chains, and operations and/or that result in significant financial losses to the DoW.

Corruption and financial crimes.
Includes: bribery, kickbacks, money laundering, conflicts of interest, gratuities, embezzlement, which degrade the integrity of the DoW enterprise, and erode public trust and confidence in DoW institutions, programs, and operations.

Counterproliferation
Includes: illegal proliferation and theft of critical technologies that degrade national security objectives and strategic mission-readiness with emphasis on allegations involving individuals and entities likely to use the technology to the detriment of DoW personnel, facilities, and materiel.

Computer intrusions and other cybercrimes that result in:

Compromise to the integrity, reliability, or availability of the DoD Information Network (DODIN).

Exfiltration, damage, or compromise of sensitive DoW operations, programmatic, or technical data.

Exploitation of personally identifiable information or health records pertaining to service members and DoW civilian employees.

Contractual violations on the part of a DoW contractor resulting in loss of confidentiality, integrity, and availability of DoW data or services.

Targeting emerging cyber threats against DoW resources, personnel, intellectual property, and its infrastructure.

Health care fraud that involves:

Allegations of patient harm to TRICARE beneficiaries

Losses (over $500,000) to the Defense Health Agency.
