Press Release: Evaluation of DoD Efforts to Mitigate Foreign Influence When Foreign Investors Acquire Land or Property in Close Proximity to U.S. Military Facilities


Inspector General Robert P. Storch announced today that the Department of Defense Office of Inspector General released a classified report on the “Evaluation of DoD Efforts to Mitigate Foreign Influence When Foreign Investors Acquire Land or Property in Close Proximity to U.S. Military Facilities.” The evaluation reviewed the extent to which the DoD developed plans, processes, and procedures to mitigate foreign influence when foreign investors acquire land or property near U.S. military facilities.

The report was issued to the Secretary of Defense and Congress on February 1 and 5, 2024 respectively, and could not be released to the public because the DoD determined it contained classified information.

“This report continues our oversight of the DoD’s efforts to protect U.S. military facilities against national security threats like foreign influence,” said IG Storch.    

To address the issues identified in this report, the DoD OIG made five recommendations to improve the DoD’s effectiveness and efficiency in executing its role on the Committee on Foreign Investment in the United States, known as CFIUS.   

The report describes actions DoD is taking to address these recommendations, and the DoD OIG will continue to monitor the DoD’s progress toward full implementation of all the recommendations in this report.
