We determined whether the Office of the Under Secretary of Defense for Research and Engineering (OUSD[R&E]) monitored and mitigated foreign influence into the DoD’s research and development (R&D) programs. Specifically, we evaluated the implementation and execution of DoD programs by the OUSD(R&E) and Defense Advanced Research Projects Agency to identify and protect critical programs and technologies, and to integrate counterintelligence activities to protect and support R&D in accordance with DoD Directive 5137.02 requirements.

Project Announcement: Evaluation of the Collection of Demographic Data in the Military Justice Systems (Project No. D2022-DEV0PF-0130.000)

We plan to begin the subject evaluation in May 2022. The objective of this evaluation is to determine the extent to which the Services’ are collecting uniform demographic data specific to race and ethnicity in accordance with the Military Justice Act requirements included in the 2017 National Defense Authorization Act (NDAA), as defined by Office of Management and Budget Statistical Policy Directive No. 15. We may revise the objective as the evaluation proceeds, and we will also consider suggestions from management for additional or revised objectives.

The objective of this evaluation was to report on the effectiveness of voting assistance programs and the extent of compliance with the voting assistance programs of the Army, Navy, Air Force, Marine Corps, and Space Force during calendar year 2021. Additionally, we determined whether the Federal Voting Assistance Program Office complied with all requirements in regard to outreach and access efforts for voters covered by the Uniformed and Overseas Citizens Absentee Voting Act.
