Project Announcement: Audit of Cyber Mission Force Readiness (Project No. D2024-D000CP-0010.000)

The purpose of this memorandum is to notify you that we plan to begin the subject audit in October 2023. The objective of this audit is to determine whether the Military Services are meeting readiness requirements for staffing, training, and equipping the Cyber Mission Force in accordance with DoD guidance. We may revise the objective as the audit proceeds, and we will also consider suggestions from management for additional or revised objectives. We plan to perform this audit in accordance with the Government Accountability Office’s generally accepted government auditing standards.

Project Announcement: Audit of the DoD’s Controls over the Processing of Patient Orders in the Military Health System GENESIS (Project No. D2024-D000CT-0002.000)

The objective of this audit is to determine whether the DoD implemented effective controls to ensure the proper routing and integrity of patient orders input to the Military Health System (MHS) GENESIS electronic health record system. We may revise the objective as the audit proceeds, and we will also consider suggestions from management for additional or revised objectives. We plan to perform this audit in accordance with the Government Accountability Office’s generally accepted government auditing standards.

Evaluation of the Military Criminal Investigative Organizations’ Adult Sexual Assault Investigations (DODIG-2023-124)

The objective of this evaluation was to determine whether the Military Criminal Investigative Organizations (MCIOs) investigated reports of sexual assault with adult victims, as required by DoD, Service, and MCIO policy. The MCIOs are the U.S. Army Criminal Investigation Division, Naval Criminal Investigative Service, and Air Force Office of Special Investigations. The objective of a special interest item in this evaluation was to determine whether the MCIOs had untested sexual assault forensic examination (SAFE) kits held as evidence that should have been submitted to a forensic laboratory for testing.

Audit of Army’s Oversight for Ukraine-Specific Logistics Civil Augmentation Program V Services in the U.S. European Command Area of Responsibility (DODIG-2023-117)

The objective of the audit was to determine whether the Army’s administration and oversight of the Logistics Civil Augmentation Program (LOGCAP) V contract in the U.S. European Command (USEUCOM) area of responsibility (AOR) was performed in accordance with applicable Federal and DoD policies. This report focuses on Ukraine-specific LOGCAP V services performed at Jasionka Airport and Mielec Forward Operating Site (FOS) in Poland; however, the report also discusses some LOGCAP V services supporting enduring missions.

Evaluation of Controls over the Application of Analytic Standards by the Service Intelligence Centers and U.S. Cyber Command (DODIG-2023-100)

The objective of this evaluation was to determine the extent to which the Service intelligence centers and U.S. Cyber Command (USCYBERCOM) trained and operationalized Intelligence Community Directive 203 (ICD 203). In addition, we determined whether ICD 203 processes changed because of the coronavirus disease–2019 (COVID-19) pandemic. Our scope included the Army’s National Ground Intelligence Center (NGIC), the Marine Corps Intelligence Activity (MCIA), the Navy’s Office of Naval Intelligence (ONI), and USCYBERCOM. We did not evaluate the Air Force’s Service intelligence center.
