Evaluation of the DoD’s Handling of Incidents of Sexual Assault Against (or Involving) Cadets at the United States Air Force Academy DODIG-2019-125

Publicly released: October 2, 2019 The objectives of this evaluation were to determine whether: the United States Air Force Academy (USAFA) sexual assault response coordinator (SARC) and Sexual Assault Prevention and Response (SAPR) victim advocates (collectively referred to in this report as USAFA SAPR personnel) provided SAPR services to cadet-victims of sexual assault as required by DoD and Air Force policy; Air Force Office of Special Investigations (AFOSI) agents investigated reports of sexual assaults involving cadet-victims in accordance with DoD and Air Force policy; USAFA commanders and decision makers retaliated against cadet-victims by disenrolling them from the USAFA for reporting sexual assault; and the Under Secretary of Defense for Personnel and Readiness (USD[P&R]) annually reported the correct number of cadet-victim reports of sexual assaults to Congress.

Project Announcement: Evaluation of DoD Enhanced End-Use Monitoring for Equipment Transferred to the Government of Ukraine (Project No. D2019-DEVOPB-0169.000)

We plan to begin this evaluation in July 2019. Our objective is to determine whether the DoD's transfer to the Government of Ukraine military equipment requiring enhanced end-use monitoring (EEUM), such as Javelin missiles, Javelin Command Launch Units, night vision devices, or any other EEUM item, is in accordance with law and DoD guidance. In addition, we will determine whether Ukraine's security and accountability of the EEUM military equipment meet the criteria prescribed by law and regulation. We will consider suggestions from management on additional or revised objectives.

We plan to begin the subject evaluation in June 2019. The objective of this evaluation is to determine whether DoD's Senior Integration Group for countering small-unmanned aircraft systems is developing policy and implementing processes to provide interoperable and sustainable systems to the combatant commands and the military services.

Project Announcement: Research on the Data Associated with the Department of Defense Surveillance of Suicide Related Events (Project No D2019-DEV000-0160.000)

We plan to begin the subject research project in May 2019. The objective of the research project is to evaluate potential evaluation topics by gathering and analyzing the data and methods the Department of Defense and Military Services use to surveille suicides and suicide attempts. In addition to analyzing the data, we will make inquiries and conduct general research on DoD and Military Service suicide databases. No reports will be issued from this research project.
