Military Housing Inspections - Japan

Our objective was to inspect DoD military housing in Japan for compliance with DoD and Federal environmental health and safety policies and standards. Those policies and standards include the Unified Facilities Criteria (UFC), National Fire Protection Association (NFPA) codes and standards, National Electrical Code (NEC), and U.S. Environmental Protection Agency (EPA) standards.

Evaluation of Military Criminal Investigative Organizations' Adult Sexual Assault Investigation Policies

We evaluated the Military Criminal Investigative Organizations’ (MCIOs’) adult sexual assault investigation policies to determine whether they aligned with: DoD requirements, Service requirements, Council of Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Investigations (QSIs), and Accepted law enforcement investigative techniques.

Evaluation of Military Criminal Investigative Organizations' Child Sexual Assault Investigations

We evaluated 163 Military Criminal Investigative Organization (MCIO) investigations of sexual assaults of children closed in 2012 to determine whether the MCIOs completed investigations as required by DoD, Military Service, and MCIO guidance. Our evaluation focused on: whether the MCIOs investigated child sexual assaults as required by guiding policies and procedures.

Evaluation of DoD Compliance with the Sex Offender Registration and Notification Act

We evaluated the Department’s compliance with the Sex Offender Registration and Notification Act (SORNA), established by Title I of the “Adam Walsh Child Protection and Safety Act of 2006” (Public Law 109-248). We also evaluated whether the Department effectively accounts for registered sex offenders with access to DoD facilities.

Assessment of DoD Wounded Warrior Matters: Selection and Training of Warrior Transition Unit and Wounded Warrior Battalion Leaders and Cadre

The objective of this assessment was to determine whether the United States Army and the United States Marine Corps had policies and procedures in place to ensure the selection and training of appropriately qualified personnel to fill leadership and cadre positions for Army Warrior Transition Units (WTUs) and Marine Corps Wounded Warrior Battalions (WWBns).

The objective of the review was to identify approaches for establishing fraud risk assessment programs and conducting fraud risk assessments within the DoD. The review focused on various DoD activities including procurement, retail, and financial operations.

Development and Implementation of Sexual Assault Evidence and Criminal Records Retention Policy

We initiated this review as required by the "National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2014." Our objective was to review the Military Criminal Investigative Organizations'[1] (MCIO) progress in implementing DoD policy on the retention of and access to evidence and criminal records relating to sexual assault of service members as required by "The National Defense Authorization Act for Fiscal Year 2012," and Department of Defense Instruction (DODI) 5505.18, "Investigation of Adult Sexual Assault in the Department of Defense," January 25, 2013, Incorporating Change 1, May 1, 2013.

Evaluation of the Department of Defense Combating Trafficking in Persons Program

The objective for this project was to review DoD Combating Trafficking in Persons program performance and compliance with DoD Instruction 2200.01, “Combating Trafficking in Persons (CTIP),” September 15, 2010. This capping report summarizes findings resulting from our multi-year review which began in 2009, in response to the requirement for the Inspectors General of the Department of Defense, Department of State, and United States Agency for International Development to investigate a sample of contracts for which there was a heightened risk that contractors may engage in acts related to trafficking in persons.

U.S. Military and Coalition Efforts to Develop Effective and Sustainable Healthcare in Support of the Afghan National Police

The overall purpose of this project was to assess the progress of U.S. and Coalition efforts to develop effective and sustainable healthcare in support of the Afghan National Police (ANP). Specifically, we assessed whether the plans to develop effective and sustainable healthcare services for the ANP were comprehensive and implemented to meet the transition timeline. Additionally, we determined whether advisory resources were sufficient and appropriate to support the medical needs of the ANP. Finally, we assessed whether developmental efforts were on schedule and effective in ensuring there was adequate medical capability, including logistics, to provide proper medical support to ANP personnel from the point of injury to the next required level of care.
