The objective of this audit is to assess the effectiveness of the Missile Defense Agency`s management and acquisition strategy of the Standard Missile-3 Block IIA program. We may revise the objective as the audit proceeds, and we will also consider suggestions from management on additional or revised objectives. We plan to perform this audit in accordance with the Government Accountability Office’s generally accepted government auditing standards.

The purpose of this memorandum is to inform you of our planned oversight that will begin immediately. The Under Secretary of Defense (Comptroller)/Chief Financial Officer, DoD requested the audit of the Defense Health Program Financial Statements. We contracted with the independent public accounting firm of Kearney & Company, P.C. (Kearney) to audit the Defense Health Program Financial Statements as of and for the fiscal year ending September 30, 2026.
