Jessica Brower

Director of External Engagement

Ms. Brower joined the Department of Defense Office of Inspector General (DoD OIG) in July 2024 as the Director of External Engagement.  In her role, Ms. Brower leads the DoD OIG’s external engagement team in developing and implementing strategies to improve engagement within the DoD Inspector General community and with our important Federal oversight partners, including the members of the Council of the Inspectors General on Integrity and Efficiency and the Defense Council on Integrity and Efficiency.

Ms. Brower started her Federal career with the DoD OIG Audit Component in 2006.  For nearly a decade, she led and managed audits pertaining to military readiness, overseas operations, and cybersecurity.  She co-authored numerous reports to the DoD and Congress with recommendations related to life and safety issues—such as inadequate body armor and installation access control vulnerabilities—and findings of more than $4.5 billion.  Highlights of her time with the DoD OIG Audit Component include helping establish the Germany field offices and leading a team on a deployment to Afghanistan.

From 2016 until her return to the DoD OIG, she served as a Program Manager in the Audit Office of Operations at the Department of Justice OIG and later as the Director of the Contract and Grant Audit Division at the Department of Interior (DOI) OIG.  In these roles she managed the oversight of billions of dollars awarded to non-Federal entities.  Ms. Brower achieved numerous awards for her outstanding work in this field, most notably the Attorney General Award for Excellence in Management and, in 2023, the DOI Inspector General Award for Outstanding Leadership.

Ms. Brower earned an MBA from the University of Maryland and a BA in Business Administration and Economics from King University.  She is also a certified project management professional.
