The Evaluations Component is the primary Department of Defense Office of the Inspector General coordinator for two Intelligence Community oversight groups.
The Intelligence Community Inspectors General Forum (the Forum) was established in 1994 at the direction of the Secretary of Defense. The purpose of the Forum is to reduce overlap and redundancy within the Intelligence Community concerning reviews, audits, or evaluations while ensuring appropriate and effective IG coverage. The Forum membership is:
- Inspector General, Director of National Intelligence
- The Assistant Director for Inspections-Federal Bureau of Investigation
- Inspector General, Department of Defense
- Inspector General, Central Intelligence Agency
- Inspector General, National Reconnaissance Office
- Inspector General, National Security Agency
- Inspector General, National Geospatial-Intelligence Agency
- Inspector General, Department of Energy
- Inspector General, Department of Justice
- Inspector General, Defense Intelligence Agency
- Inspector General, Department of State
A quarterly meeting is chaired by the Director of National Intelligence Inspector General. The Forum is observed by Assistant to the Secretary of Defense for Intelligence Oversight.
On September 21, 1999, the Forum established the Information Assurance (IA) Working Group to monitor and evaluate the status of management policies an oversight of IA efforts to protect Intelligence Community information systems. The objective is to enhance management of IA throughout the Intelligence Community through information sharing and coordination and by appropriate individual and joint projects that assure the accountability, availability, integrity, authenticity, confidentiality, and non-repudication of information services, ensuring proper collaboration and coordination with other Federal departmental initiatives.
In 1995, the Joint Intelligence Oversight Coordination Group was established by the DoD IG as an issue area coordinator for the oversight of intelligence audits and evaluations. Members participating in this group are Office of Secretary Defense, Joint Chiefs of Staff, Service, and DoD Intelligence Agencies. To ensure oversight is complementary, the coordination group eliminates redundancy in projects, identifies areas where oversight is lacking or requires expansion and increases awareness of leadership guidance by non-statutory IGs. This coordination group meets quarterly. The Joint Intelligence Oversight Coordination Group was renamed the Defense Intelligence and Special Programs Oversight Committee to more accurately reflect the charter and its members. The Defense Intelligence and Special Programs Oversight Committee is also a standing committee under the Defense Council on Integrity and Efficiency.
