Project Announcement: Evaluation of the Department of Defense Foreign Materiel Program (DoD OIG Project No. D2023-DEV0SI-0154.000)
The purpose of this memorandum is to notify you that the Department of Defense Office of Inspector General and the Defense Intelligence Agency Office of the Inspector General plan to begin the subject joint evaluation in September 2023. The objective of this evaluation is to assess the efficiency and effectiveness of the DoD Foreign Materiel Program's policy and resources for integrating Service and Combat Support Agency acquisition and exploitation of foreign materiel. We may revise the objective as the evaluation proceeds, and we will also consider suggestions from management for additional or revised objectives. We plan to perform this evaluation in accordance with the Council of the Inspectors General on Integrity and Efficiency "Quality Standards for Inspections and Evaluations."

The purpose of this memorandum is to notify you that we plan to begin the subject evaluation in August 2023. The objective of this evaluation is to determine whether the U.S. European Command’s Office of Defense Cooperation-Ukraine obtained loss reports comprehensively and in a timely manner for defense articles provided to the Ukrainian Armed Forces requiring enhanced end use monitoring; used all available means to verify the reporting received; and effectively analyzed or shared the reporting with DoD components.

Project Announcement: External Peer Review of the Defense Finance and Accounting Service Internal Review Audit Organization (Project No. D2023-DEV0SO-0146.000)
The purpose of this memorandum is to notify you that we plan to begin the subject external peer review in July 2023. The Inspector General Act of 1978, as amended, states the DoD Office of Inspector General will conduct, or approve arrangements for the conduct of, external peer reviews of DoD agencies in accordance with the Government Auditing Standards.
Project Announcement: Audit of Maintenance and Storage of Marine Corps Prepositioned Equipment and Supplies on Maritime Prepositioning Ships in the U.S. Indo-Pacific Command (Project No. D2023-D000RG-0137.000)
The purpose of this memorandum is to notify you that we plan to begin the subject audit in August 2023. The objective of this audit is to determine whether the Marine Corps effectively maintained and stored prepositioned equipment and supplies aboard Maritime Prepositioning Ships in the U.S. Indo-Pacific Command (USINDOPACOM) area of responsibility in accordance with DoD guidance. We may revise the objective as the audit proceeds, and we will also consider suggestions from management for additional or revised objectives. We plan to perform this audit in accordance with the Government Accountability Office’s generally accepted government auditing standards.

Project Announcement: External Peer Review of the Defense Information Systems Agency, Office of the Inspector General Audit Organization (Project No. D2023-DEV0SO-0142.000)
The purpose of this memorandum is to notify you that we plan to begin the subject external peer review in July 2023. The Inspector General Act of 1978, as amended, states the DoD OIG will conduct, or approve arrangements for the conduct of, external peer reviews of DoD agencies in accordance with the Government Auditing Standards. The Government Auditing Standards require that an audit organization performing audits undergo an external peer review every 3 years by an organization that is independent of the organization being reviewed.

The objective of this review is to determine whether the U.S. Navy and U.S. Marine Corps effectively managed the Department of the Navy sexual harassment programs in accordance with Federal and DoD guidance.
