Project Announcement: Audit of DoD Hotline Allegations Concerning the U.S. Special Operations Command’s Maritime Precision Engagement Program (Project No. D2021- D000AW-0035.000)

We plan to begin the subject audit in January 2021. The objective of this audit is to determine whether the U.S. Special Operations Command (USSOCOM) appropriately allocated funds to validated requirements for the Maritime Precision Engagement program according to DoD and USSOCOM acquisition policy. We will also review the specific allegations made to the DoD Hotline. We may revise the objective as the audit proceeds, and we will also consider suggestions from management for additional or revised objectives.

Project Announcement: Oversight of the Audit of the FY 2021 Defense Information Systems Agency Working Capital Fund Financial Statements (Project No. D2021-D000FL-0066.000)

Our planned oversight will begin immediately. The Under Secretary of Defense (Comptroller)/Chief Financial Officer, DoD, requested the audit of the Defense Information Systems Agency Working Capital Fund Financial Statements. We contracted with the independent public accounting firm of Kearney & Company, P.C. (Kearney & Company), to audit the Defense Information System Agency’s Working Capital Fund Financial Statements for the fiscal years ending September 30, 2021, and September 30, 2020. The objective of Kearney & Company’s audit is to determine whether the FY 2021 Defense Information Systems Agency Working Capital Fund Financial Statements and related notes are presented fairly and in conformity with accounting principles generally accepted in the United States. The objective of our oversight project is to provide contract oversight of Kearney & Company’s audit of the Defense Information Systems Agency Working Capital Fund Financial Statements for the fiscal years ending September 30, 2021, and September 30, 2020, to determine whether Kearney & Company complied with applicable auditing standards.

This Lead Inspector General (Lead IG) report to the United States Congress is the 9th and final quarterly report on the East Africa Counterterrorism Operation and the North and West Africa Counterterrorism Operation. The purpose of these operations is to degrade or contain al-Qaeda, ISIS, their associated forces, and other violent extremist organizations (VEO) in designated regions of Africa. This report, which covers the period from July 1 through September 30, 2020, summarizes significant events related to these operations and describes ongoing and planned Lead IG and partner agency oversight work.

Evaluation of Medical Protocols and Deaths of Recruits in the Department of Defense (DODIG-2020-131)

Publicly Released: October 1, 2020

Section 566 of the National Defense Authorization Act for Fiscal Year 2020 directed the DoD OIG to conduct “an assessment of the deaths of recruits at facilities under the jurisdiction of the Secretaries of the military departments, and the effectiveness of the current medical protocols on the training bases.” Section 566 required the DoD OIG to submit a report on the results of the assessment that includes responses to 11 questions. The DoD OIG Evaluations Component conducted this review and developed responses to the National Defense Authorization Act questions.

The objective of this audit is to determine whether Defense Media Activity personnel properly awarded and administered contracts in accordance with Federal and DoD regulations and guidance. We may revise the objective as the audit proceeds, and we will also consider suggestions from management for additional or revised objectives.

Evaluation of the Department of Defense and Department of Defense Education Activity Responses to Incidents of Serious Juvenile-on-Juvenile Misconduct on Military Installations (DODIG-2020-127)

Publicly Released: September 9, 2020 The objectives of this evaluation were to determine whether the DoD and DoD Education Activity have adequate policies and procedures to respond to incidents of serious juvenile-on-juvenile misconduct, including sexual assault and sexual harassment; and referred serious juvenile-on-juvenile misconduct incidents to DoD law enforcement organizations and military and civilian child advocacy and health services.
