Project Announcement: Audit of DoD Management of Undefinitized Contract Actions (Project No. D2019-D000AH-0090.000)

We plan to begin this audit in January 2019. We are conducting this audit in response to a congressional mandate. Our objective is to determine whether the Military Departments properly managed udefinitized contract actions by obligating funds within required limits, ensuring profit was adjusted for cost incurred, and definitizing actions within required time limits. We will consider suggestions from management on additional or revised objectives.

We determined whether the Office of the Under Secretary of Defense (Comptroller)’s (OUSD[C]) management and oversight of the Military Services’ civilian pay (CIVPAY) budget process assured that the Services’ budgets represented the actual cost of their civilian workforce.

We determined whether the DoD developed accurate and complete improper payment estimates for the Defense Finance and Accounting Service (DFAS) Commercial Pay Program during the first two quarters of FY 2018.

Followup of Delinquent Medical Service Account Audits DODIG-2019-038

We determined whether the Office of the Under Secretary of Defense (Health Affairs), Defense Health Agency (DHA), Navy Bureau of Medicine and Surgery (BUMED), U.S. Army Medical Command (MEDCOM), and Air Force Surgeon General implemented actions to correct problems identified in six prior DoD Office of Inspector General (OIG) reports related to the collection of outstanding balances of medical service accounts (accounts) for patients authorized to receive care in military medical treatment facilities. We also summarized systemic issues related to accounts identified in these prior reports, as well as new issues identified during our followup review.

Report of Investigation into the United States Air Force’s Failure to Submit Devin Kelley’s Criminal History Information to the Federal Bureau of Investigation DODIG-2019-030

On November 5, 2017, a former Air Force member, Devin Kelley, shot and killed 26 people and wounded 22 others at the First Baptist Church of Sutherland Springs, Texas. Kelley was able to purchase a firearm from a federal firearms licensed dealer, even though he had a disqualifying conviction while in the Air Force.

We determined whether the internal communication processes of the geographic combatant command joint intelligence operations centers (JIOCs) had weaknesses similar to the flaws in management processes at U.S. Central Command (USCENTCOM) as identified in Report No. DODIG-2017-049, “Unclassified Report of Investigation on Allegations Relating to USCENTCOM Intelligence Products,” January 31, 2017 (hereafter, the USCENTCOM Investigation).

Semiannual Report to the Congress: April 1, 2018 through September 30, 2018

The Inspector General Act of 1978, as amended, requires the Department of Defense Office of Inspector General (DoD OIG) to prepare semiannual reports summarizing its activities for the preceding 6-month period. These semiannual reports are intended to keep the Secretary of Defense and Congress fully informed of significant findings, progress the DoD has made relating to those findings, and recommendations for improvement.
