Project Announcement: Audit of the Department of Defense Civilian Pay Budgeting Process (Project No. D2018-D000AG-0089.000)

We plan to begin the subject audit in January 2018. This audit is in response to a request in the Division C-Explanatory Statement accompanying Public Law 114-113, "Consolidated Appropriations Act for FY 2016." Our objective is to determine whether the Military Services' civilian pay budget processes are effective. Specifically, we will determine whether the management and oversight of the Military Services' Civilian Pay Budget Processes ensure that the Services capture the true cost of their civilian workforce. Report of Investigation: Defense POW/MIA Accounting Agency Interactions with Family Members of Corporal Joseph Hargrove, U.S. Marine Corps DODIG-2018-061

On February 15, 2017, the DoD Office of Inspector General (DoD OIG) initiated this investigation in response to a request from the Secretary of Defense to review the facts and circumstances surrounding DPAA interactions with family members of Corporal Hargrove regarding the identification and repatriation of Corporal Hargrove’s remains. We investigated whether DPAA recovered Corporal Hargrove’s remains from Koh Tang in 2008 and whether DPAA lied about recovering his remains.

Project Announcement: Followup Audit of the Military Departments' Security Safeguards Over Secret Internet Protocol Router Network Access Points (Project No. D2018-D000RF-0070.000)

We plan to begin the subject audit in January 2018. Our objective is to determine whether the Army, Navy, and Air Force implemented actions to correct problems identified in prior DoD OIG reports related to the improvement of logical and physical security controls that protect Secret Internet Protocol Router Network (SIPRNet) access points. We will determine whether to make higher-level recommendations to DoD to resolve systemic problems identified in prior audits.

U.S. Central and U.S. Africa Commands’ Oversight of Counternarcotics Activities DODIG-2018-059

We determined whether U.S. Central Command (USCENTCOM) and U.S. Africa Command (USAFRICOM) effectively provided oversight of counternarcotics (CN) activities. A prior DoD OIG report, issued in September 2017, focused on the Office of the Deputy Assistant Secretary of Defense for CN and Global Threats’ (ODASD CN&GT) oversight of CN activities. In our prior audit, we found that the ODASD CN&GT did not provide effective oversight of CN activities, to include tracking funding after the funds were transferred to the Combatant Commands (COCOM) for implementation. Subsequently, we conducted this audit to review the oversight of CN activities at USCENTCOM and USAFRICOM to provide a broader understanding of how the DoD executes its CN program.
