Lead Inspector General for Operation Yukon Journey I Quarterly Report to the United States Congress I October 1, 2019 – December 31, 2019

As required by the IG Act, the Lead IG is reporting on Operation Yukon Journey, an overseas contingency operations designated by the Secretary of Defense in February 2018. The Secretary removed the overseas contingency operation designation in May 2019. This operation, which seeks to degrade al Qaeda and ISIS-affiliated terrorists in the Middle East, is classified. The Lead IG report is classified as a result. We have provided the report to the federal agencies and congressional committees.

The objective of this audit was to determine whether the DoD properly accounted for and stored Counter-Islamic State of Iraq and Syria Train and Equip Fund equipment designated for Syria from procurement through divestment (transfer of ownership and accountability from the DoD to the DoD-approved Vetted Syrian Opposition) in accordance with guidance.

The Under Secretary of Defense (Comptroller)/Chief Financial Officer, DoD, requested the audit of the Defense Information Systems Agency Working Capital Fund Financial Statements. We contracted with the independent public accounting firm of Kearney & Company, P.C. (Kearney & Company), to audit the Defense Information System Agency’s Working Capital Fund Financial Statements for the fiscal years ending September 30, 2020, and September 30, 2019.

Project Announcement: Evaluation of the National Industrial Security Program Contract Classification System (Project No. D2020-DEV0Sl-0082.000)

We plan to begin the subject evaluation in February 2020. The objective of this evaluation is to determine whether DoD components are using the National Industrial Security Program Contract Classification Sysrem in accordance with guidance from the Under Secretary of Defense for Intelligence, and whether the Defense Counterintelligence and Security Agency is monitoring contractors' safeguarding of DoD classified information. We will consider suggestions from management on additional or revised objectives.

Audit of Readiness of Arleigh Burke-Class Destroyers (DODIG-2020-056)

The objective of this audit was to determine whether the Navy identified and addressed readiness challenges of the Arleigh Burke-class destroyers. Although we assessed all five readiness areas (personnel, equipment, supply, training, and ordnance), we focused this report on whether the Navy identified and addressed training deficiencies between 2013 and 2018 for the Arleigh Burke-class destroyers.
