Fiscal Year 2026 Comprehensive Oversight Plan Overseas Contingency Operations
We are pleased to submit our annual comprehensive oversight plan describing oversight activities for Operation Inherent Resolve (OIR), Operation Enduring Sentinel (OES), and Operation Southern Guard (OSG). These overseas contingency operations have distinct missions: OIR supports partner forces against ISIS in Iraq and Syria; OES aims to contain terrorist threats emanating from Afghanistan; OSG supports Department of Homeland Security-led illegal alien holding operations at U.S. Naval Station Guantánamo Bay.

Summary Report: Housing Foreign Non-DoD Civilians on DoD Installations–Lessons Learned from Prior DoD OIG Reports (Report No. DODIG-2025-098)
A January 20, 2025 executive order declared a national emergency at the southern border of the United States. The executive order directed the DoD to take all appropriate action to facilitate the operational needs of the Department of Homeland Security along the southern border, including the provision of appropriate detention space and other logistical services. It authorizes the DoD to immediately construct, operate, control, or establish contracts to detain migrants at or near the border with Mexico.

We are pleased to submit our annual plans describing oversight activities for Operation Inherent Resolve (OIR) and Operation Enduring Sentinel (OES). These plans fulfill our individual and collective agency oversight responsibilities pursuant to the Inspector General Act of 1978, as amended. We will issue a separate plan for Operation Atlantic Resolve, which includes assistance to Ukraine.
