Project Announcement: Audit of the DoD’s Management of Air Quality Issues at Camp Lemonnier, Djibouti (Project No. D2023-D000RJ-0155.000)

The purpose of this memorandum is to notify you that we plan to begin the subject audit in October 2023. We are conducting this audit in response to allegations made to the DoD Hotline. The objective of this audit is to determine whether the DoD conducted risk assessments of airborne toxins at Camp Lemonnier and effectively implemented steps to mitigate identified toxins according to DoD policy. We may revise the objective as the audit proceeds, and we will also consider suggestions from management for additional or revised objectives.

Project Announcement: Audit of the Estimates Used in Valuing Assets Provided Under Presidential Drawdown Authority to Ukraine (Project No. D2023-D000FI-0156.000)

The purpose of this memorandum is to notify you that we plan to begin the subject audit in September 2023. The objective of this audit is to determine the extent and impact of the March 2023 estimation change for valuing assets provided under Presidential Drawdown Authority (PDA), determine whether DoD Components followed the current policy when updating the value of items provided to Ukraine through PDA, and assess whether the current PDA valuation policy complies with Federal laws and regulations.

Project Announcement: Audit of Financial Improvement and Audit Readiness (FIAR) Contracts for DoD Components and Agencies (Project No. D2022-D000FS-0137.000)

We plan to begin the subject audit in May 2022. The objective of this audit is to determine whether DoD Components and agencies effectively managed Financial Improvement and Audit Readiness (FIAR) contracts. In addition, we will determine if DoD Components and agencies awarded support contracts that met the FIAR goal of providing a reliable financial environment and if appropriated funds were used efficiently when obtaining independent public accountant contractor support.

Project Announcement: Termination of the Audit of Pre-Deployment Training on Countering Unmanned Aerial Systems (Project No. D2019-D000RM-0206.000)

We announced the subject audit on September 16, 2019, (attached). The objective was to determine whether the Military Services conducted pre-deployment training on countering an adversary’s use of unmanned aerial systems, in accordance with the operational requirements of the geographic combatant commanders. We are terminating this audit because the coronavirus disease—2019 pandemic caused the team to suspend the audit, and while suspended the audit’s objective was overcome by events.

Project Announcement: Termination of the Evaluation of the DoD’s Strategy to Test Space-Based Systems in Contested Environments (Project No. D2020-DEV0SN-0181.000)

We announced the subject audit on September 28, 2020, (attached). The objective of this evaluation was to determine the extent to which the DoD has developed and implemented a strategy for an integrated test program to validate the survivability of space-based systems in contested space environments. We are terminating this evaluation because the coronavirus disease–2019 pandemic affected the operational environment and the team’s ability to effectively complete the evaluation. Furthermore, during the course of the suspension of our evaluation, the announced objective became overcome by events.
