This Lead Inspector General (Lead IG) report to the United States Congress is the 20th Lead Inspector General (Lead IG) quarterly report on Operation Inherent Resolve (OIR), the overseas contingency operation to combat the Islamic State in Iraq and Syria (ISIS). The report covers the period October 1, 2019 to December 31, 2019, summarizes the key events of the period, and describes completed, ongoing, and planned Lead IG and partner agency oversight work related to OIR. Due to the significant events that took place in Iraq in early January 2020, after the end of the quarter, the Lead IG agencies considered it essential to report on these developments and their potential impact on the OIR mission.

This report summarizes significant events related to this operation and describes ongoing and planned Lead IG and partner agency oversight work. This report covers the period from July 1, 2019, to September 30, 2019.

Lead Inspector General for Classified Counterterrorism Operations in Africa I Quarterly Report to the United States Congress I July 1, 2019 – September 30, 2019

As required by the IG Act, the Lead IG is reporting on two counterterrorism operations designated as overseas contingency operations by the Secretary of Defense in February 2018: the East Africa Counterterrorism operation, and the North and West Africa Counterterrorism operation. The Secretary removed the overseas contingency operation designation in May 2019. These operations, which seek to degrade al Qaeda and ISIS-affiliated terrorists in specific regions of Africa, are classified. The Lead IG report is classified as a result. We have provided the report to the federal agencies and congressional committees.
