Storch announced today that the Department of Defense Office of Inspector General (DoD OIG) released the “Audit of the DoD’s Financial Management of the Afghanistan Security Forces Fund (ASFF).” This report highlights concerns regarding the DoD’s use of the Foreign Military Sales (FMS) Trust Fund to manage appropriated funds under the ASFF and the 17 other Building Partner Capacity (BPC) programs that use similar processes.

The Army Prepositioned Stock (APS) program strategically positions sets of equipment, such as combat vehicles and weapon systems, worldwide to reduce deployment response times.
