Inspector General Robert P. Storch announced today that the Department of Defense Office of Inspector General (DoD OIG) released the “Report Of Investigation: Mr. Michael Cutrone, Former Principal Deputy and Acting Assistant Secretary of Defense for International Security Affairs,” which addresses misconduct allegations against Mr. Cutrone.
The report of investigation released today substantiates allegations that Mr. Cutrone failed to treat subordinates with dignity and respect, which negatively affected readiness, mission accomplishment, trust, and organizational cohesion within his office. Our report also substantiates that Mr. Cutrone created an intimidating, hostile, and offensive work environment for his subordinates.
Additionally, we substantiated the allegation that Mr. Cutrone consumed alcohol with his subordinates in the Pentagon without authorization.
IG Storch stated, “This investigation, which was initiated based on multiple known and anonymous complaints referred to the DoD OIG and our Hotline, highlights the importance of people coming forward with what they reasonably believe to be evidence of wrongdoing. As reflected in the report of investigation we released today, information from whistleblowers is essential to the ability of the DoD OIG and our counterparts across the oversight community to detect and deter waste, fraud, abuse, and misconduct.”
As Mr. Cutrone retired from the DoD in January 2021, the DoD OIG recommended that a copy of the report of investigation be placed in his personnel file, and also that the WHS Director update, re-issue, and publicize guidance contained in the 2016 memorandum, "Control of Alcoholic Beverages on the Pentagon Reservation and in Leased Facilities in the National Capital Region (NCR)."
