FY 2021 Comprehensive Oversight Plan for Overseas Contingency Operations

This Fiscal Year 2021 (FY 2021) Comprehensive Oversight Plan for Overseas Contingency Operations (COP–OCO) is the sixth annual joint strategic oversight plan submitted to Congress by the Lead Inspector General for Overseas Contingency Operations (Lead IG). This report describes the Lead IG and partner agencies’ oversight of U.S. activities in support of the ongoing overseas contingency operations.

Audit of Excess Property Issued Through the Department of Defense Law Enforcement Support Program (DODIG-2020-129)

We determined whether the DoD provided excess property to law enforcement agencies (LEAs) in accordance with the Law Enforcement Support (LESO) Program. The LESO Program is implemented through guidance in the United States Code; Defense Logistics Agency (DLA) Instruction 4140.11; memorandums of agreement; and state plans of operation.

Evaluation of Medical Protocols and Deaths of Recruits in the Department of Defense (DODIG-2020-131)

Section 566 of the National Defense Authorization Act for Fiscal Year 2020 directed the DoD OIG to conduct “an assessment of the deaths of recruits at facilities under the jurisdiction of the Secretaries of the military departments, and the effectiveness of the current medical protocols on the training bases.” Section 566 required the DoD OIG to submit a report on the results of the assessment that includes responses to 11 questions. The DoD OIG Evaluations Component conducted this review and developed responses to the National Defense Authorization Act questions.

Project Announcement: Audit of the Department of Defense Diversity, Inclusion, and Equal Opportunity Training for Military Personnel (Project No. D2020-D000AV-0184.000)

We plan to begin the subject audit in September 2020. The objective of this audit is to determine whether the Military Departments provide military personnel with diversity, inclusion, and equal opportunity training that aligns with the DoD's diversity, inclusion, and equal opportunity goals, and to determine whether the training is effectively implemented across the Military Departments in accordance with Federal and DoD policies.

Audit of Screening and Quarantine Procedures for Personnel Entering Al Udeid Air Base, Qatar (DODIG-2020-128)

The objective of this audit was to determine whether the Air Force implemented screening and quarantine procedures for personnel entering Al Udeid Air Base (AUAB), Qatar, in accordance with applicable guidance in response to the coronavirus disease–2019 (COVID-19). We were able to determine whether screening and quarantine procedures were developed; however, because no one failed the initial screening during our observations, we could not verify how effectively the quarantine procedures were implemented.

Audit of the F-35 Program Office’s Beyond Economical Repair Process for Parts (DODIG-2020-123)

The objective of this audit was to determine the extent that the F-35 Program Office’s Beyond Economical Repair (BER) process identified parts that were damaged and determined whether a part could be economically repaired, and whether a DoD official approved the contractor’s determination that a part could not be economically repaired.

Project Announcement: Audit of the Department of the Air Force’s Actions Taken to Mitigate Physiological Events (Project No. D2020-D000RL-0167.000)

We plan to begin the subject audit in September 2020. The objective of this audit is to determine whether the Department of the Air Force implemented corrective actions on fixed‐wing aircraft to improve safety and reduce physiological events. We may revise the objective as the audit proceeds, and we will also consider suggestions from management for additional or revised objectives.

Audit of Management of Pharmaceuticals in Support of the U.S. Central Command Area of Responsibility (DODIG-2020-120)

The objective of this audit was to determine whether the Military Departments properly accounted for and safeguarded pharmaceuticals at locations supporting overseas contingency operations in the U.S. Central Command (USCENTCOM) area of responsibility (AOR). In this audit, we visited eight medical treatment facilities (MTFs); four MTF medical logistics facilities; a U.S. Army Medical Materiel Center-Southwest Asia (USAMMC-SWA) warehouse; and three USAMMC-SWA Forward Logistics Elements (FLEs) located in Qatar, Kuwait, and Afghanistan.

Project Announcement: Audit of the DoD’s Management of Global Train and Equip Program Resources Provided to U.S Africa Command Partner Nations (Project No. D2020-D000RJ-0172.000)

We plan to begin the subject audit in August 2020. The objective of this audit is to determine whether the DoD properly transferred Global Train and Equip program (GTE) equipment to U.S. Africa Command (USAFRICOM) partner nations and adequately monitored to ensure the transferred equipment was used in accordance with U.S. law, DoD regulations, and transfer agreement terms and conditions.
