T he DoD awarded t he OT agreement to KPMG, LLP on March 1, 2021, to develop a process for accelerating access to the monoclonal antibody treatments for high‑risk COVID-19 patients.

Evaluation of the Military Criminal Investigative Organizations’ Adult Sexual Assault Investigations (DODIG-2023-124)

The objective of this evaluation was to determine whether the Military Criminal Investigative Organizations (MCIOs) investigated reports of sexual assault with adult victims, as required by DoD, Service, and MCIO policy. The MCIOs are the U.S. Army Criminal Investigation Division, Naval Criminal Investigative Service, and Air Force Office of Special Investigations. The objective of a special interest item in this evaluation was to determine whether the MCIOs had untested sexual assault forensic examination (SAFE) kits held as evidence that should have been submitted to a forensic laboratory for testing.

Audit of Army’s Oversight for Ukraine-Specific Logistics Civil Augmentation Program V Services in the U.S. European Command Area of Responsibility (DODIG-2023-117)

The objective of the audit was to determine whether the Army’s administration and oversight of the Logistics Civil Augmentation Program (LOGCAP) V contract in the U.S. European Command (USEUCOM) area of responsibility (AOR) was performed in accordance with applicable Federal and DoD policies. This report focuses on Ukraine-specific LOGCAP V services performed at Jasionka Airport and Mielec Forward Operating Site (FOS) in Poland; however, the report also discusses some LOGCAP V services supporting enduring missions.

Management Advisory: U.S. European Command Security Classification Guidance for Ukraine Assistance (DODIG-2023-105)

The purpose of this management advisory is to inform U.S. European Command (USEUCOM) officials responsible for security classification guidance of concerns that we identified during the performance of two oversight projects. Specifically, the USEUCOM security classification guide includes generic guidance and may not include sufficient detail for making classification decisions about the DoD’s Ukraine security assistance mission. Additionally, not all USEUCOM subordinate organizations have their own, command-specific security classification guides. As a result, we observed that personnel within multiple commands in the USEUCOM area of responsibility may not be marking documents with the appropriate level of classification.

This is the 34th Lead Inspector General (Lead IG) report to the United States Congress on Operation Inherent Resolve (OIR), the overseas contingency operation to advise, assist, and enable local partner forces until they can independently defeat ISIS in designated areas of Iraq and Syria, thereby setting conditions for the implementation of long-term security cooperation frameworks.
