Operation Inherent Resolve (OIR)

This quarterly report describes the activities of the U.S. Government in support of OIR as well as the work of the Department of Defense (DoD), the Department of State (State), and the U.S. Agency for International Development (USAID) to further the U.S. Government’s policy goals in Iraq and Syria during the period of April 1 through June 30, 2025. We conducted this investigation in response to a reprisal complaint alleging that (Subject 1) and (Subject 2) took personnel actions against (the Complainant) in reprisal for making protected disclosures concerning Subject 1’s behavior and management of the Tavern at Hanscom Air Force Base (AFB), Massachusetts.
