Evaluation of the DoD’s Actions to Prevent and Address Sexual Assault and Other Violent Crimes Committed by DoD Personnel Assigned to U. S. Forces Japan Against Host Nation Civilians (Project No. D2025-DEV0SV-0143.000)

Evaluation

The purpose of this memorandum is to notify you that we are initiating the subject evaluation. The objective of this evaluation is to assess the effectiveness with which U.S. Forces Japan (USFJ) personnel complied with USFJ, Service, and installation policies for preventing and addressing violent crimes. Specifically, we will examine the performance, training, and criminal history of Service members who committed violent crimes against Japanese nationals. We will perform the evaluation throughout the U.S. Forces Japan area of operation. We may revise the objective as the evaluation proceeds, and we will also consider suggestions from management for additional or revised objectives. We plan to perform this evaluation in accordance with the Council of the Inspectors General on Integrity and Efficiency’s “Quality Standards for Inspection and Evaluation.”

We will perform the evaluation at U. S. Forces Japan, headquartered at Yokoto Air Base; U. S. Army Japan, headquartered at Camp Zama; U. S. Naval Forces Japan, headquartered at United States Fleet Activities Yokosuka (CFAY); U. S. Marine Corps Forces Japan, headquartered at Camp Courtney; 5th Air Force and U. S. Space Force, both headquartered at Yokota Air Base. We may identify additional locations during the evaluation.
