The objective of this evaluation was to determine the extent to which the DoD, Services, and National Guard have adequate policies and procedures in place to respond to reports of violent threats made by Service members.
The DoD, the Department of the Army (DA), and the Department of the Air Force (DAF) established policies that require medical providers to report all violent threats to the Services’ law enforcement agencies, and all the Services established policies that require commanders and supervisors to report all violent threats to the Services’ chain of command. However, each of the Services’ policies do not specifically require commanders to report Service members who make violent threats against civilians or non-Government facilities or activities to the Services’ senior leaders.
