Application Level General Controls for the Defense Cash Accountability System Need Improvement DODIG-2017-015

We determined whether Defense Cash Accountability System (DCAS) general controls including those related to security management, access controls, contingency planning, configuration management, and segregation of duties were operating effectively. DoD uses DCAS to process and report its disbursement and collections of funds between the U.S. Treasury and DoD.

Improvements Needed in Managing Air Force Suspense Accounts DODIG-2017-019

We determined whether DoD had controls in place to record Department of the Air Force (Treasury Index 57) suspense account balances on the proper Component financial statements.  In addition, we determined whether the accounts were being used for the intended purpose and whether transactions are resolved in a timely manner.

Independent Auditor's Report on the U.S. Army Corps of Engineers, Civil Works, FY 2016 and FY 2015 Basic Financial Statements DODIG-2017-016

We contracted with the independent public accounting firm of KPMG, LLP, (KPMG) to audit the financial statements of the U.S. Army Corps of Engineers, Civil Works (USACE CW) as of September 30, 2016, and 2015, and for the years then ended, and provide a report on internal controls over financial reporting and compliance with laws and regulations.

Consolidation Needed for Procurements of DoD H-60 Helicopter Spare Parts DODIG-2017-002

We determined whether DoD was effectively managing the procurement of H-60 helicopter (H-60) spare parts. The Army, Navy, Air Force, and U.S. Special Operations Command all fly different versions of the H-60 for troop transport and personnel recovery.  We reviewed H-60 spare parts procured on 2,136 DoD contracts and purchase orders from February 2015 through January 2016. During this time, DoD procured 10,047 unique spare parts.  DoD spent at least $394.9 million on H-60 spare parts.

Improvements Needed in Managing Scope Changes and Oversight of Construction Projects at Camp Lemonnier, Djibouti DODIG-2016-141

We determined whether DoD was constructing facilities in accordance with legislative authorities (Federal law) and if DoD was providing adequate quality assurance and oversight of military construction projects at Camp Lemonnier, Djibouti.  We nonstatistically selected 2 of 17 projects, P920, Bachelor Enlisted Quarters and P220, Ammunition Supply Point, with combined estimated costs of $65.2 million, for audit.  This is one in a series of reports on military construction (MILCON) projects at Camp Lemonnier, Djibouti.
