Management Advisory: Impact of Protecting DoD High-Risk Personnel on the Military Criminal Investigative Organizations (Report No. DODIG-2026-035)

This final management advisory provides the results of the DoD Office of Inspector General’s “Evaluation of the Impact of Protecting DoD High-Risk Personnel on the Military Criminal Investigative Organizations.” We previously provided copies of the draft management advisory and requested written comments on the recommendation. We considered managements’ comments on the draft management advisory when preparing the final advisory. Based on the management comments received, one recommendation is closed, one recommendation is resolved but open, and one recommendation is unresolved. The management comments are included in this advisory.

Evaluation of the Military Criminal Investigative Organizations’ Adult Sexual Assault Investigations (DODIG-2023-124)

The objective of this evaluation was to determine whether the Military Criminal Investigative Organizations (MCIOs) investigated reports of sexual assault with adult victims, as required by DoD, Service, and MCIO policy. The MCIOs are the U.S. Army Criminal Investigation Division, Naval Criminal Investigative Service, and Air Force Office of Special Investigations. The objective of a special interest item in this evaluation was to determine whether the MCIOs had untested sexual assault forensic examination (SAFE) kits held as evidence that should have been submitted to a forensic laboratory for testing.

Evaluation of Military Criminal Investigative Organizations’ Major Procurement Fraud Programs (DODIG-2023-045)

The objective of this evaluation was to determine whether the Military Criminal Investigation Organizations’ major procurement fraud investigations comply with DoD, Service, and MCIO policy. The investigations under review covered fraud offenses with an alleged loss of $500,000 or more; corruption involving bribery, gratuities, or conflicts of interest; and defective product, non-conforming product, counterfeit material (equipment and supplies), and product substitution.

Evaluation of DoD Law Enforcement Organizations’ Response to Active Shooter Incidents (DODIG-2022-115)

The objectives of this evaluation were to determine whether the DoD and its Law Enforcement Organizations (LEOs) established effective active shooter incident response policies, plans, and training, and whether policies, plans, and training include non-first responder LEOs, who are authorized to carry weapons at DoD facilities and installations.

Project Announcement: Evaluation of the Military Criminal Investigative Organizations’ Adult Sexual Assault Investigations (Project No. D2022-DEV0SV-0028.000)

The DoD Office of Inspector General will evaluate the Military Criminal Investigative Organizations’ (MCIOs’) sexual assault investigations with adult victim(s). The evaluation scope will consider sexual assault investigations with adult victims that were opened on or after January 1, 2019, and closed (completed and adjudicated) on or before December 31, 2020.

Evaluation of the Department of Defense’s Handling of Incidents of Sexual Assault Against (or Involving) Midshipmen at the United States Naval Academy (DODIG-2021-085)

Publicly Released: May 20, 2021 The objectives of this evaluation were to determine whether United States Naval Academy Sexual Assault Prevention and Response (SAPR) Office personnel provided SAPR services to midshipmen victims of sexual assault as required by DoD and Navy policy, and among other things; whether the Under Secretary of Defense for Personnel and Readiness (USD[P&R]) annually reported the correct number of midshipmen victim reports of sexual assaults to Congress.

Project Announcement: Evaluation of the DoD’s Actions Regarding the Unidentified Aerial Phenomena (Project No. D2021-DEV0SN-0116.000)

We plan to begin the subject evaluation in May 2021. The objective of this evaluation is to determine the extent to which the DoD has taken actions regarding Unidentified Aerial Phenomena (UAP). We may revise the objective as the evaluation proceeds, and we will consider suggestions from management for additional or revised objectives. We will perform the evaluation at the Offices of the Secretary of Defense, Military Services, Combatant Commands, Combat Support Agencies, Defense Agencies, and the Military Criminal Investigative Organizations. We may identify additional locations during the evaluation.
