Evaluation of the Department of Defense and Department of Defense Education Activity Responses to Incidents of Serious Juvenile-on-Juvenile Misconduct on Military Installations (DODIG-2020-127)

Publicly Released: September 9, 2020 The objectives of this evaluation were to determine whether the DoD and DoD Education Activity have adequate policies and procedures to respond to incidents of serious juvenile-on-juvenile misconduct, including sexual assault and sexual harassment; and referred serious juvenile-on-juvenile misconduct incidents to DoD law enforcement organizations and military and civilian child advocacy and health services.

Project Announcement: Research on DoD Law Enforcement Organizations’ Responses to Active Shooter and Workplace Violence Incidents (Project No. D2020-DEV0SV-0154.000)

The Office of Inspector General is researching the DoD law enforcement organizations’ response to active shooter and workplace violence incidents. This research project will collect policy and guidance documents, training documents, response plans, and a list of previous active shooter and workplace violence investigations from USD (I&S), each of the military service’s law enforcement organizations, and military criminal investigative organizations to further define the scope of a potential future evaluation.

Project Announcement: Evaluation of the DoD’s Handling of Incidents of Sexual Assault Against (or Involving) Midshipmen at the United States Naval Academy (Project No. D2020- DEV0SV-0126.000)

In response to congressional inquiries regarding sexual assaults and victim care at the United States Air Force Academy (USAFA), the Office of Inspector General is conducting a series of evaluations of the sexual assault prevention and response programs at the USAFA, United States Military Academy (USMA), and United States Naval Academy (USNA). The first evaluation was the USAFA and documented in our report DODIG-2019-125, September 30, 2019. The second evaluation was the USMA and documented in our report DODIG-2020-073, March 24, 2020.

Evaluation of Military Services’ Law Enforcement Responses to Domestic Violence Incidents DODIG-2019-075

We determined whether Military Service law enforcement policies related to responding to domestic violence incidents were consistent with DoD Instruction (DoDI) 6400.06,“Domestic Abuse Involving DoD Military and Certain Affiliated Personnel,” August 31, 2007, (Incorporating Change 2, July 9, 2015); and Military Service law enforcement organizations complied with DoD policy when responding to nonsexual domestic violence incidents with adult victims.

Evaluation of Fingerprint Card and Final Disposition Report Submissions by Military Service Law Enforcement Organizations DODIG-2018-035

The objective of our evaluation was to determine whether all Military Services Law Enforcement Organizations (LEOs) had submitted fingerprint cards and final disposition reports for Military Service members convicted by court-martial of qualifying offenses, as required by DoD instruction. We reviewed these submissions for the period from January 1, 2015, to December 31, 2016.

The DoD Office of the Inspector General (OIG) will evaluate whether the Military Services’ (Army/Navy/Marine Corps/Air Force) law enforcement agencies (Military Criminal Investigative Organizations [MCIOs] and non-MCIOs) respond to domestic assault (non-sexual) incidents in accordance with DoD Instruction (DoDI) 6400.06, “Domestic Abuse Involving DoD Military and Certain Affiliated Personnel,” August 21, 2007.

We evaluated 188 Military Criminal Investigative Organization (MCIO) death investigations concluding in suicide as the manner of death opened on or after January 1, 2014, and closed on or before December 31, 2015, to determine whether the investigations were completed in accordance with DoD, Military Service, and MCIO guidance.
