Audit of Department of Defense Implementation of Section 3610 of the Coronavirus Aid, Relief, and Economic Security Act (DODIG-2021-030)

The objective of this audit was to assess the DoD’s implementation of section 3610 as authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), including whether contracting officers properly authorized and reimbursed contractor costs. The CARES Act did not provide specific appropriations for section 3610, but instead authorized agencies to use any legally available funds.

The objective of this audit is to determine whether the DoD Education Activity developed and implemented controls in accordance with the Centers for Disease Control and Prevention and DoD guidance related to the spread of coronavirus disease–2019. We may revise the objective as the audit proceeds, and we will also consider suggestions from management for additional or revised objectives.

Audit of Screening and Quarantine Procedures for Personnel Entering Al Udeid Air Base, Qatar (DODIG-2020-128)

The objective of this audit was to determine whether the Air Force implemented screening and quarantine procedures for personnel entering Al Udeid Air Base (AUAB), Qatar, in accordance with applicable guidance in response to the coronavirus disease–2019 (COVID-19). We were able to determine whether screening and quarantine procedures were developed; however, because no one failed the initial screening during our observations, we could not verify how effectively the quarantine procedures were implemented.
