DoD Directive 7650.3 and Office of Management and Budget Circular No. A-50 require that recommendations be resolved promptly. While management generally concurred with our recommendations, many of the comments were only partially responsive because they lacked either a description of action for accomplishing the recommendation or a date, and in some instances both. Therefore, we are requesting additional comments as indicated in the recommendations table on page ii by August 20, 2010.
