Press Release: Audit of the Navy’s Management of the MQ-25 Stingray Program (DODIG-2024-026)

Inspector General (IG) Robert P. Storch announced today that the Department of Defense Office of Inspector General (DoD OIG) released the “Audit of the Navy’s Management of the MQ-25 Stingray Program.” The report raised concerns regarding critical production decisions that the Navy planned to make on the program before sufficient testing and evaluation was completed. The MQ-25 Stingray is designed to provide aerial refueling capabilities for the Navy’s air wings aboard nuclear aircraft carriers (CVNs), relieving the F/A-18 Super Hornet that is currently fulfilling this requirement. The MQ-25A is intended to enhance the Navy’s operational capabilities, allowing it to execute missions beyond current capabilities.

Inspector General (IG) Robert P. Storch announced today that the Department of Defense Office of Inspector General (DoD OIG) released the “Report of Investigation: Mr. Jacques T. Grimes, SES, former Director, Commonwealth and Partner Engagement, Office of the Under Secretary of Defense (Intelligence and Security).” The report substantiates misconduct allegations that Mr. Grimes sexually harassed a subordinate while on official travel in 2019 and 2020.

The purpose of this memorandum is to notify you that we plan to begin the subject audit in November 2023. The objective of this audit is to determine whether Defense Health Agency officials are effectively monitoring TRICARE payments and taking appropriate actions to limit incorrect and unreasonable payments. We may revise the objective as the audit proceeds, and we will also consider suggestions from management for additional or revised objectives. We plan to perform this audit in accordance with the Government Accountability Office’s generally accepted government auditing standards.

On November 21, 2023, the Department of Defense Office of Inspector General (DoD OIG) completed a quality assessment review of the Defense Threat Reduction Agency Office of the Inspector General (DTRA OIG). The DoD OIG determined that the system of internal safeguards and management procedures for the investigative function of the DTRA OIG in effect for calendar years 2018 through 2022 complied with the quality standards established by the DoD or with other applicable guidelines.

Virginia tactical gear & equipment company agrees to pay more than $2 million to settle allegations related to Buy American Act

U.S. Attorney Kenneth L. Parker today announced that a Virginia-based tactical gear and equipment company has agreed to pay nearly $2.1 million to resolve False Claims Act allegations that it failed to comply with the requirements of the Buy American Act ("BAA"), Trade Agreements Act ("TAA'') and Berry Amendment when selling textile-based products to the Department of Defense. London Bridge Trading Company, Ltd. ("LBT") entered the settlement with the United States and qui tam relator Ann Keating.
Former Navy Civilian Employee and Defense Contractor Indicted in Bribery Scheme

A federal grand jury has indicted a former civilian employee of the Naval Information Warfare Center in San Diego and the owner of a Virginia-based defense contractor for a bribery scheme. According to the indictment, Phillip Flores, owner of lntellipeak Solutions, bribed James Soriano, the former employee, with free dinners at San Diego restaurants including De Medici Cucina, the University Club and Bluewater Boathouse Grill and Ruth's Chris in Virginia as well as tickets to the 2018 World Series and the 2019 Super Bowl.
Three Men Sentenced for $54M Fraudulent Prescriptions Scheme

Three men were sentenced today in connection to a $54 million bribery and kickback scheme involving TRICARE, a federal program that provides health insurance benefits to active duty and retired service members and their families. David Byron Copeland, 55, of Tallahassee, Florida, was sentenced to four years and three months in prison following his conviction at trial in June for paying and receiving health care kickbacks. James Wesley Moss, 60, of Huntsville, Alabama, and Michael Gordon, 60, of Fort Myers, Florida, were sentenced to two years and three months and one year and six months in prison, respectively, following their guilty pleas to a kickback and fraud conspiracy, among other charges.
