Press Release: FY 2024 Joint Strategic Oversight Plan for Operation Atlantic Resolve (JSOP-OAR)

FY 2024 Joint Strategic Oversight Plan for Operation Atlantic Resolve (JSOP-OAR) is the annual joint strategic oversight plan submitted to Congress by the Lead IG for OAR.  This plan complies with the oversight requirements pursuant to 5 U.S.C. § 419 of the Inspector General Act of 1978, as amended.  The JSOP-OAR describes the Lead IG and partner agencies’ oversight of U.S. Government activities in support of the ongoing OAR mission, including activities related to Ukraine.

PRESS RELEASE

The Chair of the Council of the Inspectors General on Integrity and Efficiency (CIGIE) announced the selection of the Honorable Robert P. Storch, the Department of Defense Inspector General (DoD IG), as the Lead Inspector General (Lead IG) for Operation Atlantic Resolve (OAR). In that capacity, Inspector General Storch will work closely with the other Lead IG partner oversight offices—the Department of State (State) and U.S. Agency for International Development (USAID) OIGs—to deliver comprehensive and effective oversight of the wider U.S. response to Russia’s full-scale invasion of Ukraine. The Lead IG designation will take effect on October 18, 2023.

Inspector General Robert P. Storch announced today that the Department of Defense Office of Inspector General (DoD OIG) released the report “Evaluation of Land-Based Security Controls for Equipment Being Transferred by Rail to Ukraine.” The evaluation report addresses DoD’s security controls for the ground movement and transfer of cargo headed to Ukraine by rail in the U.S. European Command area of responsibility. This transportation and transfer of equipment by rail is part of DoD’s support to the Government of Ukraine under Presidential Drawdown Authority.

Storch announced today that the Department of Defense Office of Inspector General (DoD OIG) released a “Management Advisory: Maintenance Concerns for the Army’s Prepositioned Stock–5 Equipment Designated for Ukraine,” which highlights concerns regarding the readiness of Army Prepositioned Stock–5 (APS-5) equipment designated for Ukraine. The Army Prepositioned Stock (APS) program strategically positions sets of equipment, such as combat vehicles and weapon systems, worldwide to reduce deployment response times.
