This Lead Inspector General (Lead IG) report to the United States Congress on the East Africa Counterterrorism Operation and the North and West Africa Counterterrorism Operation is the 6th quarterly report—and the first unclassified report—detailing both operations. The purpose of these operations is to degrade al Qaeda and ISIS affiliates, and other terrorist groups, in designated regions of Africa. This report covers the period from October 1, 2019, to December 31, 2019.

Due to the significant events that took place in Iraq in early January 2020, after the end of the quarter, the Lead IG agencies considered it essential to report on these developments and their potential impact on the OIR mission.

This FY 2020 Comprehensive Oversight Plan for Overseas Contingency Operations (COP–OCO) is the fifth annual joint strategic oversight plan submitted to Congress by the Lead Inspector General for Overseas Contingency Operations (Lead IG). This report describes the Lead IG and partner agencies’ oversight of U.S. activities in support of the ongoing overseas contingency operations.

Project Announcement: Audit of Coalition Partner Reimbursement of Logistics Civil Augmentation Program Services in Afghanistan (Project No. D2019-D000RJ-0209.000)

We plan to begin the subject audit in October 2019. The objective of this audit is to determine whether the DoD properly calculated, requested, and received reimbursement from Coalition partners in Afghanistan for Logistics Support, Services, and Supplies provided under the Logistics Civil Augmentation Program contract. We will consider suggestions from management on additional or revised objectives.

Publicly released: September 10, 2019 The objective of this followup audit was to determine whether the Defense Logistics Agency (DLA) implemented the recommendations in DODIG‑2016‑036, “Management of Items in the Defense Logistics Agency’s Long‑Term Storage Needs Improvement,” December 22, 2015, and whether the implemented actions corrected the problems identified in the report.
