Project Announcement: Termination of the Audit of Navy Utility Energy Service Contracts (Project No. D2016-D000CG-0107.000)

We announced the subject audit on March 7, 2016, (attached) and suspended the project March 24, 2016. The objective was to determine whether the contracts and task orders related to the Navy Utility Energy Service Contracts were properly awarded and administered.

Project Announcement: Followup Audit on DoD IG Report No. DODIG-2014-097, “Transfer of DoD Service Treatment Records to the Department of Veterans Affairs,” July 31, 2014 (Project No. D2016-D000XD-0201.000)

We plan to begin the subject audit in August 2016. Our objective is to determine whether the Under Secretary of Defense for Personnel and Readiness; Director, Defense Health Agency; Commander, U.S. Army Medical Command; and Commander, U.S. Navy Bureau of Medicine and Surgery; implemented recommendations in DoD IG Report No. DODIG-2014-097 as agreed. Quality Control Review of the Dixon Hughes Goodman LLP FY 2014 Single Audit of Logistics Management Institute DODIG-2016-138

We conducted a quality control review of the Dixon Hughes Goodman LLP (DHG) FY 2014 single audit of Logistics Management Institute (LMI) to determine whether the single audit was conducted in accordance with auditing standards and the requirements of the Office of Management and Budget Circular A-133, “Audits of States, Local Governments, and Non-Profit Organizations.”

Improvements Needed in Managing Scope Changes and Oversight of Construction Projects at Camp Lemonnier, Djibouti DODIG-2016-141

We determined whether DoD was constructing facilities in accordance with legislative authorities (Federal law) and if DoD was providing adequate quality assurance and oversight of military construction projects at Camp Lemonnier, Djibouti.  We nonstatistically selected 2 of 17 projects, P920, Bachelor Enlisted Quarters and P220, Ammunition Supply Point, with combined estimated costs of $65.2 million, for audit.  This is one in a series of reports on military construction (MILCON) projects at Camp Lemonnier, Djibouti.

We contracted with the independent public accounting firm of Kearney & Company to audit the FY 2017 United States Marine Corps (USMC) financial statements and related footnotes were fairly presented in all material respects and in accordance with accounting principles generally accepted in the United States of America.
