This is the 30th Lead Inspector General (Lead IG) report to the United States Congress on Operation Inherent Resolve (OIR), the overseas contingency operation to advise, assist, and enable local partner forces until they can independently defeat ISIS in designated areas of Iraq and Syria, thereby setting conditions for the implementation of long-term security cooperation frameworks.

Project Announcement: Audit of End-Use Monitoring of Transferred Defense Articles to U.S. Southern Command Partner Nations (Project No. D2022-D000RG-0156.000)

We plan to begin the subject audit in July 2022. The objective of this audit is to determine whether the DoD is conducting end-use monitoring of defense articles transferred to U.S. Southern Command (USSOUTHCOM) partner nations in accordance with Federal laws, DoD regulations, and transfer agreements. We may revise the objective as the audit proceeds, and we will also consider suggestions from management for additional or revised objectives.

Project Announcement: Evaluation of Intelligence Sharing in Support of Ukraine (Project No. D2022-DEV0SI-0150.000)

We plan to begin the subject evaluation in June 2022. The objective of this evaluation is to determine the extent to which the DoD developed, planned, and executed cross-domain intelligence sharing with European partners in support of Ukraine. We may revise the objective as the evaluation proceeds, and we will also consider suggestions from management for additional or revised objectives.

Audit of U.S. Indo-Pacific Command’s Execution of Coronavirus Aid, Relief, and Economic Security Act Funding (DODIG-2022-091)

The objective of this audit was to determine whether U.S. Africa Command, U.S. Indo‑Pacific Command (USINDOPACOM), and U.S. Southern Command officials used Coronavirus Aid, Relief, and Economic Security (CARES) Act funding to support the coronavirus disease–2019 (COVID‑19) pandemic response and operations in accordance with Federal laws and DoD policies. This report focused on USINDOPACOM’s execution of CARES Act funding. We issued a report on the execution of CARES Act funding by the U.S. Africa Command and will issue a report on the U.S. Southern Command. See Appendix A for details on the audit scope and methodology.
