The purpose of this management advisory is to inform DoD leadership of the lack of policies and procedures for tracking Other Transaction (OT) agreements for follow-on production of a successful prototype, and for tracking and awarding OTs under section 2373, title 10, United States Code, “Procurement for Experimental Purposes.” We identified the lack of policy and procedures during our “Audit of DoD Other Transactions and the Use of Non-Traditional Contractors” (Project No. D2021-D000AX-0111.000).
